Article 25 of organic law 113.14 regulating the Communes stipulates: “The Communal Council, during its first session after having approved its internal regime provided for in article 32 of this organic law, creates at least two permanent committees responsible for , respectively, from the study of the following points:
- Budgeting, finance and programming.
- Public facilities and services.
The rules of procedure determine the number, designation, purpose and procedures of the standing committees.
The number of members of each standing committee must not be less than five (5) and no council member may belong to more than one committee at the same time.
The Communal Council of Tangier has created 5 permanent committees, which are as follows:
The Budget, Finance and Programming Committee
President: Mohammed Hmami.
Vice President: Abdelaziz Akalay Nasser
Assignment :
- Study the draft work program of the communal Council.
- Study draft budgets and financial affairs.
- Study the project of distributing subsidies to the provinces.
- Study and update the projects of the communal development programme.
- Investigate funding programs and financial contributions.
- Investigate private accounts and allocated credits and transfer credits within the same programme and chapter.
- Determine the taxes, fees and charges due to the communal budget.
- Study loans, sureties, donations and legacies.
- Study the issues related to economic development and promote investment opportunities in the commune.
Committee for Town Planning, Territorial Development and the Preservation of the Environment and Property

Assignment :
- Study of town planning documents and land use and development plans.
- Study traffic systems and maintain public roads.
- Study the realization or participation in the implementation of programmes related to housing.
- Study regulations to maintain cleanliness, health and environmental protection.
- Study real estate acquisitions or exchanges, disposals and reassignments.
- Pay attention to the environmental field, particularly to green spaces, green belt and public parks, and maintain the city’s glamour and ecological center system so as to ensure a healthy environment.
Utilities and Utilities Committee

- Study or contribute to the creation and management of public services and collective public facilities.
- Study of the regulations governing the management of collective public services.
- Study the creation of local development companies, or contribute to their capital, or change their object, or increase, reduce or abandon their capital.
Committee for Social, Cultural and Sports Affairs and Relations with Civil Society

Assignment :
- Study program projects related to cultural, sports and social activities.
- Contribute to the development of the associative movement within the framework of the orientations of the group’s work programme after its approval.
Study the requests and regulations for the distribution of aid and support for the benefit of local associations.
- Study issues related to human development.
- Support all initiatives and approaches aimed at encouraging cultural work and sports revitalization in the commune.
- Contribute within the framework of coordination with the sectors concerned to advance the sectors of culture, sports and youth.
- Investigate ways to invest in equipment available to the community.
- Study programs for the assistance, support and social integration of people with special needs.
- Study programs to fight illiteracy and integrate women and children.
- Study draft partnership agreements related to the culture and sports sectors.
Committee for Cooperation and Partnership

- Study the files for the creation, membership or withdrawal of territorial communes and institutions for cooperation between communes.
- Study cooperation and partnership agreement projects with the public or private sector.

- Explore the possibility of getting involved or participating in the activities of organizations interested in local affairs.
